Even with the passage of HB 3202, transportation (most notably the abusive driver fees) was a key campaign issue in the 2007 election and likely cost several incumbents their seats in the House and the Senate.
What will the 2008 General Assembly do about transportation?
Though it is very early in the process, VAR anticipates that Democrats in the Senate will push to repeal much of the bill that was approved last year. Most believe that every member of the legislature (whether Democrat or Republican) will welcome the chance to express their disapproval of the unpopular abusive driver fees.
VAR can also report that there is a movement afoot in Hampton Roads to remove the grantors tax provisions that were passed and replace that lost revenue with increases to the automobile titling tax, the gas tax, and the rental car fees.
